Article n°3 of the EPR series: What procedure do I have to follow to apply for a Unique Identification Number (UIN)?

We previously mentionned that European Member States do not operate the same way regarding the EPR law. For example, in France, the EPR procedure involves more government departments and more details than in Germany. We will talk about it in more details in the next series.

Step 1: Determine in which category you need to register

The first thing to do is associate the products you sell with their product categories, the ones regulated by the EPR. You’ll then need to register with the Producer Responsibility Organization (PRO) that corresponds. Be aware that you must register for every single category you sell products from. Some of your products might not be under any regulations and for those products, you’ll only have to provide a packaging law compliance registration.

Step 2: Prepare the required files (see Article n°5) and register

Step 3: Declaration and reporting

You must join a Producer Responsibility Organization, by doing so the organization will take care of your EPR obligations for you. Depending of the product category, more than one organization exists. In this case you simply need to choose one.

Reporting requirements also need to be met. You’ll have to report your sales to the Producer Responsibility Organization you registered with. Those reports only involve sales of products impacted by the EPR.

Step 4: Payment

In exchange for the Producer Responsibility Organization taking care of your EPR obligations, a fee must be paid. The fee in question will depend on the product category, the device type and its features. The total amount will depend on the weight and/or number of units sold. For further information you may find contribution scale, for each product category, on the French Producer Responsibility Organizations’ websites.
