Article n°14 of the EPR series: How to comply to the EPR? And how much recycling should cost you, according to French law? (Part 4)

by | Apr 28, 2022 | EPR

In the previous article of the EPR series we introduced factor 1 and factor 2 of the total CSU contribution formula. We will now explain what is factor 3

6 =  1 + 2 ✖ 3 ➖ 4 + 5

 →  CSU Contribution: incentive to reduce the number of packages

2  →  Weight contribution per material: incentive to reduce package weight and improve its recyclability

 →  Bonus – malus: eco-modulation to limit the disruptive effects of recycling and encourage the sorting process

 →  Premiums for integration of recycled materials (new from 2022)

5  →  Penalties if the UC has confusing signs or markings (new from 2022)

6  →  Total contribution of the CSU

How does the bonus-malus (3) system work?

The total Consumer Sales Unit contribution can be modulated through a system of reward and fine payment. It is designed to encourage ecological packaging designs, the integration of recycled materials and raise awareness regarding sorting processes. Each year, rewards and fines for producer packaging are reviewed in accordance with public authority agreements.

There are four types of incentive rates, which can be combined, for the CSU:

– The Triman logo or a set of recycling information signs on product packaging to raise consumer’s awareness regarding recycling process (5% or 8%)

– Advertising through the media to promote recycling (4%)

– An 8% incentive rate for producers to reduce the weight of their packages when designing them, as to be able to reduce packaging use

For the use of recycled materials (PETP, PE (HDPE or LDPE), PP, PS) in product packaging, a reward payment named a bonus will be given based on the recycled material ratio use.
